Risk Management Consulting
Protecting Florida healthcare providers from clinical, regulatory, and financial risk — before it becomes a citation, a claim, or a crisis.

Service Overview
What this service includes
Protecting Florida healthcare providers from clinical, regulatory, and financial risk — before it becomes a citation, a claim, or a crisis.
In Florida healthcare, risk is not hypothetical. A single unreported adverse incident, an expired background screening, a HIPAA lapse, or a documentation gap can trigger an AHCA citation, a denied claim, a licensure action, or a lawsuit. Florida Healthcare Collective’s Risk Management Consulting service gives providers a structured, proactive program to identify exposure early, correct it systematically, and stay audit-ready year-round — grounded in both Florida law and federal compliance requirements.
Why proactive risk management matters in Florida
Florida law treats risk management as an ongoing administrative function, not an afterthought. Each provider type is held to internal risk management and adverse-incident standards — for example, nursing homes under Fla. Stat. § 400.147, assisted living facilities under § 429.23 (preliminary report to AHCA within one business day and a full report within 15 days), and hospitals and other licensed facilities under § 395.0197. Home health agencies and nurse registries operate under AHCA licensure standards and, where applicable, the Agency’s Adverse Incident Reporting System (AIRS). Across every setting, abuse, neglect, and exploitation must be reported to the Department of Children and Families under Chapter 415, and federal obligations — HIPAA, OSHA, and the fraud-and-abuse laws — apply regardless of provider type.
Worth knowing: Florida discontinued its standalone health care risk manager license in 2018, but the underlying programmatic obligations never went away. Providers must still run functioning risk management programs — they simply have fewer external checkpoints reminding them to. That makes experienced, independent risk management support more valuable, not less.
Built for every AHCA-licensed provider
We tailor the program to your license type, size, and risk profile — from a two-person registry to a multi-site organization:
• Nurse registries
• Home health agencies
• Assisted living facilities
• Skilled nursing facilities
• Hospitals, ambulatory surgical, and other licensed facilities
• Hospice, home medical equipment, and related AHCA-licensed provider types
Our approach: the FHC Risk Management Lifecycle
Effective risk management is a continuous loop, not a one-time report. Every engagement follows our five-phase lifecycle so nothing falls through the cracks.
1. Identify — Map exposure across clinical, regulatory, operational, privacy and security, HR, and financial domains through record review, staff interviews, and on-site or virtual walkthroughs.
2. Assess — Rank each risk by likelihood and severity on a prioritized heat map, and trace serious findings to root cause.
3. Mitigate — Close gaps with targeted corrective action plans, policies and procedures, controls, and staff training.
4. Monitor — Track incidents, near-misses, and key indicators over time, and run mock surveys to test readiness before AHCA arrives.
5. Report & Improve — Support timely, compliant adverse-incident reporting (including AHCA’s AIRS where applicable), governance reporting, and a closed-loop quality-improvement cycle.
The risks we manage
We assess and manage risk across every domain that drives Florida healthcare exposure:
Clinical & patient safety — Adverse events, sentinel events, medication and infusion safety, falls, wounds, and care-plan integrity.
Regulatory & licensure — AHCA survey readiness, CMS Conditions of Participation where applicable, and Chapter 408 licensing procedures.
Adverse incidents & sentinel events — Investigation, root-cause analysis, corrective action, and timely reporting under the applicable statute and AIRS.
HIPAA privacy & security — Security Risk Analysis, breach-risk assessment, and safeguards under 45 CFR Parts 160 and 164 plus HITECH.
Fraud, waste & abuse — Billing integrity and controls addressing the Anti-Kickback Statute, Stark Law, and the federal and Florida False Claims Acts.
Employment & contractor status — Independent-contractor classification, credentialing, and HR-related exposure.
Background screening — Level 2 screening and Care Provider Background Screening Clearinghouse compliance under Chapter 435.
Workplace safety & infection control — OSHA Bloodborne Pathogens (29 CFR 1910.1030) and infection-prevention programs.
Emergency preparedness — Comprehensive emergency management planning and annual review.
Abuse, neglect & exploitation — Prevention, staff duty-to-report training, and Chapter 415 reporting workflows.
Financial & liability — Insurance adequacy, liability-claim tracking, and financial-exposure review.
